The move that works: pick five accounts that look exactly like your best existing customer, and take who they follow. A wedding photographer follows forty other wedding photographers — that is forty prospects pre-qualified by someone who knows the industry better than you do.
One ratio worth knowing: 40k followers and 300 following is a broadcaster, so its followers are the asset. A few thousand followers and a curated few hundred following is a business — that is where the good following lists are.

Both lists are historical. Post likers and commenters from last week are active right now — different axis, and usually the one that decides whether your message gets seen at all.
